Picked up a semi complete SOLGW lower receiver. No stock or trigger.

Only ever bought complete rifles or stripped lower receivers.

Does this require a 77r and what do I put it down as?

Yes it does.

It would be considered a lower receiver by MDSP as it is not completed, and or built into a complete firearm.

You would also be exempt from the HQL requirement for this application as well.
