...The Gun Dealer Licensing proposed emergency rules document is titled JCAR4403201232E and is 29 pages in length. This document includes such information as definitions, how to apply, how to measure distance, fees, penalties, and copies of required signage.

If adopted the Gun Dealer Licensing Emergency Rules shall be in effect for a maximum of 150 days.

So they will enforce laws and cannot provide guidance for the affected parties to comply with these laws ... but they can pass temporary laws they will enforce that the affected parties can't possibly comply with because noone can get ready in zero time?

..ISP Emergency Rules Open for Comment Period - 40 days left to comment

Last Friday, the ISP submitted their emergency rules to the Secretary of State.  There is a 45 day window for comments, 40 left as of today.  There are some major changes from the original rules but still some huge problems left.

how does this bill effect a "transfer only" FFL?  My transfer FFL is waiting for the dust to settle and figure it out so no cheap transfers for me

On 2/18 there was a JCAR Committee hearing in Springfield on the emergency rules filed by the state police. The public did not get to speak at that meeting.

Republicans on JCAR moved to suspend emergency rules on Gun Dealer Licensing, but that motion failed so the Emergency Rules take effect. (for 150 days maybe?)

There will be another public hearing on the rules today, Thursday @ 1pm in Springfield at the Howlett Bldg. Same place as the last one.

We had considered speaking at this meeting but, it just made no sense.  The ISP is being run by the new Pizzer folks and they don't care what they do to gun folks.  There was no "emergency" requiring these rules.  The normal process is when the emergency rules expire, they make them permanent.  The public input is just lip service to meet requirements and won't be considered in policy.  When Rauner was in, there were more reasonable folks in legal at ISP and Valinda & I had the Governor's ear.  He could twist tails for us.  That is gone now and we have full democrap control.

What's funny about this is it's like an AR pistol  ... the first time I saw one I was vocally "That's the dumbest thing in the history of  ..." and then I realized I could buy a lower and not run afoul of SBR nonsense.

I used to think the same of 80% lowers ... now I want to find someone with machine skills and start an llc that teaches classes and lets you use their equipment during the class. I neither know such a person nor how to machine stuff - but if anyone does I have a business plan for you ??
