Article clearly reads DOD buying 9mm, .45, and .38.
9mm is obvious, and .45 is still in limited use, but what's with the .38?

Forgive me, but I can't imagine who/what for?  I have never seen a .38 in use by any .mil personnel since about the early 90's when aircrew all got the M9.

Eh, actually a quick google search just answered my own question: AFSFC is still using .38 M15's for dog training.  I did not know that.  Looks like it won't be for very much longer though:

Interesting.
I was thinking maybe concealed .38's for generals or something.

Hopefully they make it to market but I'm sure they'll be sent over seas or something.
