I took the cylinder out and cleaned the gun.  I didn't disassemble it any further.  I used a bore snake to clean the barrel and a brush to clean the frame area.  when I reassembled the revolver, I opened the loading gate, put the cylinder into the frame and inserted the base pin.  The hammer won't cock, the cylinder won't turn and I have to remove the cylinder in order for the hammer to work.  I checked the base pin and it's pushing against the transfer bar.  The spring in the base pin is working.  The only variable is the cylinder so I tried it with the Magnum cylinder.  The exact same issue.  Has anyone ever experienced this problem?  If I can't figure it out tonight I'm going to call Ruger in the morning.  

Yes to both questions.  It was working fine before I cleaned it.
