I've run across these mags for a lot less then OEM. How do they hold up?

They're solid. As good as factory. I use them for my range mags.

I think they are better than actual USA marked Sig Factory mags.

They are the only mags I buy. I’ve tested the ever loving hell out of them in stock configurations, with extensions, after market springs and followers. No issues. They are my go to carry mag now.

Does anyone make one in the 21rd config?

No but you can make something better. It will cost you about $25 over the cost of the 21rnd mag though.

Buy an ACT 17rnd mag, a TTI +5 extension and a Grams Engineering 11 coil spring and follower kit. You will end up with a 23rnd mag that is slightly weighted so it drops free easier. Or you can skip the GE spring and follower and the price of the ACT mag and TTI +5 comes out about the same price as the factory 21rnd mag except you’ll have a 22rnd mag. The TTI extension comes with an extra power spring.

ACT's are every bit the quality of OEM. I bought 10-12 of them about 6 months ago to go with the pile of CZ75 mags from them.

Buy with confidence.

Interesting.  I've never seen an aftermarket mag for any Sig worth a damn, so I have always paid the iron price.

They certainly are inexpensive.

You've never seen Mec-Gars work?

Oh sure, but those are pretty much OEM mags for Sig, right?  At least they were years ago.  I was referring to real aftermarket, like ProMags.  There is a reason used Sig P232 mags sell for $100 when brand new P232 ProMags go for $20.

They were OEM for many of the sigs. I think they are still oem for the P220. That's the reason that MecGar doesn't make a P220 mag. (contractual limitations)

I have some of the ACT's and they work PERFECTLY. They have a shiny and very slick surface and work 100% in OEM. The only difference I saw is 1 or 2 less coils on the spring compared to OEM, so if you do a base plate, ensure you do a spring upgrade at the same time. Some bases that are +2 or +3 dont need the spring upgrade on the OEM 17's.

I'm pleasantly surprised by the Act love.  I've had less than stellar experience with M&P Act mags.  I will pick up a couple for my Sig to try out.
