Bought range brass from an individual who claims it's

It’s a cadet / sheriff range. Not supposed to have any personal weapons at range. No outside ammo either. It’s all department and school issued.

Brass was essentially, a shit load of speer, blazer, winchester. Which are typical of LE uses.

HMC on the other hand, I have not seen or cannot find any information on. All of these brass are bulged to .392~3 so I'm not sure what this means.

I've looked to see if it's hornady but I cannot find that information.

Is it possible that HMC is some type of frangible or specialty load?

All types of weird shit can be shot at an "official" agency range.

HMC is probably Hornady Manufacturing Company. I'll run it by my 9mm collector friend and see if he can confirm. Please check with a magnet and see if it is steel. There are brass plated steel 9mm cases out there that really look like brass...

The brass is was not fired in a stepped chamber. Those have a clearly defined shape, almost like a bottle-neck. This one is just bulged from being fired in a generously sized chamber. I could dig through a box of range brass  and probably find a number of 9mm that look like that.

The product description indicates a "coated steel case". Previous examples of Hornady using lacquered steel cases made by Barnaul with the "HMC" headstamp date back at least ten years.

My question for the OP about these cases being attracted to a magnet still stands. These could be brass plated steel and would fit the generic "coated steel" description...

I didn’t see the steel cases in the description but noticed it had the same HMC head stamp.   More than likely still Hornady affiliated ammo.

No doubt it is a Hornady product.

Hornady has a long history of using components (brass, primers, powders) from various manufacturers to load ammunition or have it loaded for them. For the cartridge collectors who like to get into the weeds on the details, HORNADY and HMC headstamped brass is a treasure trove of variations in markings and manufacturers.
