Yes, non residents must submit fingerprints for renewal.

On my 3rd one, and yes you have to have new print card done. Also, it has to be the type card they send and/or specify. Blue lines and boxes FBI specs, IIRC. Your local PD or sheriff will usually print you if you call and ask before hand instead of just showing up.
