As far as I know the difference in a 19 slide and a 23 slide is the width of the breach face. (9mm vs. .40 base width). Could a 19 slide have the breach face machined (filed?) to fit a .40 case and would it function properly? Yes, I know it is not suggested and slides are cheap enough but I am would like to know.

Probably.
I believe the barrel OD is bigger on 40 too so you’d probably   have to make the barrel hole bigger too.

Probably...alot...easier...to...get...a......3...and...a...9mm...conversion...barrel

The muzzle hole is also larger as well. It would be far easier and cheaper to get a new slide.

It is definitely easier just to get a 40/357 slide. As others stated, the hood and barrel diameter is bigger on the 40/357 barrels. Plus you will need the correct 40/357 firing pin, extractor, and spring loaded bearing. Yes the extractor, firing pin and spring loaded bearing are different between 9mm an 40/357. You will also need the correct 40/357 ejector for the frame too.
