Chief indicated cocked and locked which is absolutely the modern method of carry that was popularized by Cooper going back to the late 1960’s

I will disagree with the “this is how it was designed to be carried “ statement.

If you examine historical records going back to the era of adoption a VERY different time ( this is detailed in my Clawson big book in great detail even during trials phases with various earlier browning designs tested by the military many of which had no safety at all)  originally there was no thumb safety on the trials pistols. In this era  cavalrymen were carrying revolvers either single actions that required cocking the hammer or double actions where when possible cocking the hammer for a precise single action shot was encouraged.
The original concept was to carry hammer down on a loaded round and cock on the draw just like the revolvers of the day. The thumb safety was added at the request of the cavalry to allow quickly getting the pistol on safe while on horseback in case your horse went berserk.
Some time later after a lot of ND’s due to trying to lower the hammer on a loaded round, the military went to chamber empty rack on the draw as standard. This was the military standard ( special ops being the exception ) until the 1911 was replaced in military service.

So while we embrace cocked and locked as the right way today ( which is the way I do carry mine) it really was not the original concept
