When purchasing a loose Ruger Mark pistol barrel/upper you need to have it transferred to you through an ffl and do the paperwork and background check correct?

Yes, the "upper" or receiver is the registered part and must be transferred accordingly.

That was my understanding as it has the serial number. My ffl dealer disagreed, no transfer or background check needed.
