Sold a 16" upper to a guy in New Jersey, he told me it's legal to ship it to him, I need to remove the flash hider.

wondering if that is true..

Yes, perfectly legal. Upper is not a firearm (even in shitbag NJ). Flash hider by itself or on an upper is not illegal. Once it's put on a lower to complete the firearm makes it illegal.

How would it be illegal for you to ship? He's in NJ and you're in FL. IANAL, but I don't think NJ is going to extradite you for this ;)
