2022 hyundai palisade.
the black nut is plastic and just spins.
I tried squeezing the push in parts on both sides, but it doesn't seem to do anything.
Trying to remove a underbody cover to look at the evap canister under it.
Hit a big rock and I can see the hit just infront of it in the cloth like cover, but can't get these out to finish pulling it to look at it.

It looks like there is a tab on the side. Try pushing those in or prying them out. I’d order a new nut first.

Some time you need to get small panel popper behind it while unscrewing.

so the key is that it is attached to the panel being removed.
the panel being bolted up has enough force to stop it from moving down to get it off the threaded stud it is sitting on.
you have to get behind the panel if you want to force it off, or as Littlepony said, remove the other bolts holding it and it will pull down with the panel.
seeing that makes it make more sense.

It lets them slap the panel up in place then use the metal bolts to keep it installed
