A simple Wave is what I carried on board ship. A decent flashlight is also a very useful tool.

I used a flashlight much more frequently than the Leatherman, but when I needed the Wave, I really needed it.

The original Leatherman, compact and has tools that actually work without being gimmicky.

Anything it can't do, he probably wants to use the correct tool and keep himself out of trouble.

That being said I always carried some form of adjustable wrench  or locking pliers in my pocket.

A stubby 9/16" combination wrench to keep in his pocket. No, I am not joking. Former Machinist's Mate(Nuclear)(Submarines) here.

I've never been on a working Navy vessel...would a headlamp style be better than a handheld?

Quite possibly, particularly if it has an selectable red light(either a filter or separate red LEDs). A lot of guys on my boat carried headlamps in lieu of handhelds.

At the end of the fiscal year, there is always money that "needs to be spent."  That's typically when it rains multitools, etc.

Leatherman Wave.  Carried one for years.  I have a Surge too, which I find a bit bulky.  It’s a good truck door pocket tool to keep there, but not on my belt.  Wave for the win!
