I like OsmAnd.   Open source and maps are stored on your device so you don't need internet connectivity.

It's designed for phones, buy you can run it on your PC with an emulator like BlueStacks or YouWave.

Mix of caltopo and google earth pro.
Gpsbabel for file conversion.  
And a good text editor with grep/regex and syntax highlighting.
