Remember the Golden Rule: He who has the gold makes the rules. If CA didn't follow the rules in the grant then yes, it can lose the funding.

Many Grant's have stipulations placed upon them, and its possible for the feds to pull the money of California fails to fulfill the requirements. It looks like Newsom is trying to claim they are fulfilling enough of her requirements to get the money.

This will end up in the courts.

It is extremely unlikely that Trump could recoup the money spent.

It’s likely coming. Hawaii has a rail project too and the feds are subpoenaing info about it. Massively over budget, construction defects and delays, just a total mess. Once I found out Illinois has a rail project too, I realized they were just blue state money pits. Score a ton of taxpayer money, buy union votes, enrich cronies who helped you get elected and then get back some that sweetness.

Five years ago I was telling people it wasn’t a question of routes or technology- it was designed from the start to be a failure. That ensures more money. I was dismissed as a conspiracy kook

My senior design project in college was a feasibility study for high speed rail along the front range. This was 20 years ago. We determined it was not feasible unless it was massively subsidized and ridership would be low. The project sponsor angrily walked out of the auditorium during the presentation after hearing that. That Simpsons monorail episode has some truth about these rail guys.
