In my mind, it would almost have to be purpose designed just for this.

I would probably guess that a de-activated pistol such as a G17/19 (not real barrel, striker with firing pin removed) would probably be about the closest you could do for a semi auto.

For a revolver, there just may be some on the market, or buy a cap gun.

Have you thought about airsoft? I have an Airsoft G17 (converted to a P80 frame) and if you make a small mod to keep the slide catch from catching, you could run them w/o BBs, but with full gas for the action. If you get the gas blowback operation version pistol (what I have), they are identical to the real thing except less recoil.
