Quick question - I was recently approached by an Airforce member stationed on my state (NC) regarding purchasing a rifle I had for sale.  He's not a resident of NC, but is stationed here on orders.  Can I sell the rifle to him without a FFL transfer in the state of NC with his orders constituting residency in NC, or do I need to have him bring his orders to a FFL and do a transfer?

Military members on permanent change of station orders are treated as residents of that state.  Explained on the form 4472.

I remember a real go round a few years ago.
While the Pentagon has Washington, DC zip codes, it is located in Arlington, Virginia.
So orders to the Pentagon are to the State of Virginia, and Arlington County specifically.

Each military branch has a separate zip code and mail is delivered to [Branch], The Pentagon, Washington, D. C. [zip]
