TL;DR  I couldn't get my HDMI monitor to go dark.  Tried power settings, task scheduler, batch file, monitor settings - nothing worked.

I finally figured out that my USB game controllers needed to be disabled.  I have a USB hub with power buttons, so it's easy.

Now the monitor goes dark after 20 minutes (following my power setting.)
