Rand wants him to go on record with that statement. That way it can be used against him and the Democrats later. Not that it matters much but having sound bites of Biden saying one thing and doing the opposite is a good political move. Biden won't make the statement though. Which then lets the Republicans say "Biden wont' deny trying to make the US a socialist country" as they run for re-election and ask for donations. It's all just a political game.
