You have a reference RX5700? It tends to be a bit loud but shouldn't be that hot, have you cleaned it out the heatsink since you have had it?
Those reference cards have a vapor chamber and a pretty dense fin stack, so any airflow restrictions would seriously impact the cooling potential.
I haven't been watching current GPU prices since they started dropping but $499 for a RTX3070 is launch MSRP.
If you need an upgrade right now, the RTX3070 does offer ~60% more performance and would be a decent upgrade.
If you can wait and want to go through the hassle of getting a new card at launch, I think the RTX40x0 family should be launching in the middle of Nov/early Dec.
I personally would suggest waiting since this generation could be a pretty decent jump in performance(early rumors for both AMD and Nvidia were ~2x more than a RTX3090), which could translate to another 50-60% jump in performance for that same ~$500 price point, aka more than a 2x increase from a RX5700.
Also, if you wait you could potentially snag a deal either on current prices dropping further or with people selling their old cards. After the RTX30x0 family announcement, people were selling their RTX2080 Ti/Super for ~$400-$500.
If you don't mind the price and need the performance now, then buy now.
If you are iffy about that price or want more performance, then wait.
I built a new rig last year with a 5800x and reused my Red Devil 5700XT in that build. I plan to buy a new GPU in the $500-$600 range either later this year or early next year.
