Was a made for TV movie, 1988 I believe, missed the last 45 minutes because I was on night shift then.
A man and his wife rented a large upstairs apartment to 2 men. They were very obnoxious, started breeding cockroaches, plan was to 'steal the building'. Then one assaulted the owner which led to the owner shooting him, not fatally. Tenant was granted a restraining order and could not enter his own home. Bummed that I missed the ending. Slim chance as a lot of member weren't even born then, but I figured I'd try. Thanks! Numerous searches found nothing.
