If there's any typos in there, they made it through him, me, his other author friend (about 12 times each), and two professional editors. It DESERVES to be there.

ETA: I think that phrase is some Navy terminology or some such. He consulted several people to make sure he was getting stuff like that right.

If he had to pay editors he's doing it wrong. They should be paying him to publish it.

It means she made PO3; essentially a Corporal in the navy.
