In looking around, the only thing I've seen softer than filaments in the Shore A 80's is some 60A stuff.  

Flexion  X60 comes in black or white @ $120/1kg.  They indicate it is only printable on a machine with a Flexion extruder.  Printed product is described as "rubber band" or inner tube consistancy.

Spool3D has a 60A offering @ $39/0.5kg.   They also recommend a direct drive extruder with preference for Flexion.

The softest I've ever printed has been in the 85a range. Which probably still too stiff for "rubber band" stretchiness.   I've also seen filaments that claim 80A, but haven't tried any.

Alternative solution.

Print a mold and "cast" it out of silicone.

Do some kind of hook&loop setup and then use some coil springs to attach the springs between attachment points?
