I think the OP has this completely backwards.
Civs can put these things on anything they want. If, when I was in the service, one of my guys put a non-authorized patch on their uniform or any issue equipment and we'd be having a long conversation about it while they were in the front-leaning-rest position. |

I have a bunch of patches. With the exceptions of one or two, all of them have been given to me - either included with orders from vendors, or from events (like Cola Warrior), or trade shows, or things like that.
I don't have any on my gear (with the exception of a VA flag patch on my helmet), but if it will offend or annoy people, then I definitely need to put a bunch of them all over my stuff.
