The Albany County Sheriff in New York is the only non-federal officer empowered to arrest the Governor of New York State. The only non-federal officer in New York State that may arrest the Albany County Sheriff is the Albany County Coroner. Vestige from a long past time in the state’s Constitution. Obviously feds can arrest the Albany County Sheriff and the Governor on federal charges.

No.  That is purely GD and internets lore.  The Sheriff is a chief law enforcement officer, but only for his office.  He cannot override a city police chief in his city or the state police in the county.  Only the internets thinks all that is possible.  As to the federal LE, they have their own jurisdiction as far as crimes go but have no ability to charge or even arrest for state crimes.  Just like state and local cannot arrest for federal crimes unless granted authority, such as a task force member.

The Sheriff does have authority throughout a county, but does not have power over other police who have authority in their jurisdictions.

I was a city police officer. Inside the city, the sheriff couldn't tell me shit that I didn't feel like hearing: our jurisdictions were concurrent, not superior and inferior.

He also has zero authority to give orders to state LE, and zero with respect to federals.

Richard Mack can puff his chest all he wants, but he's got nothing.
