Guatemala Cracks Down on Migrant Caravan Bound for United States

"GUATEMALA CITY (Reuters) - Guatemalan authorities on Saturday escalated efforts to stop thousands of Hondurans, many of them families with children, traveling in a migrant caravan bound for the United States just as a new administration is about to enter the White House.

Between 7,000 and 8,000 migrants have entered Guatemala since Friday, according to Guatemala's immigration authority, fleeing poverty and violence in a region battered by the pandemic and back-to-back hurricanes in November.

Videos seen by Reuters showed Guatemalan security forces clashing with a group of hundreds of migrants who managed to break through a police blockade at the village of Vado Hondo, near Chiquimula in eastern Guatemala.

"A small group got through and the rest were detained. The people who got past have been located," said Alejandra Mena, a spokeswoman for Guatemala's immigration agency.

Guatemala has not said how many migrants were detained on Saturday as the caravan moved towards Mexico.

The caravan is likely to come under more pressure in Mexico. Mexico's migration accord with the United States still holds, so the caravan would be dispersed, a Mexican official said.

On Saturday evening, the Mexican foreign ministry pressed local authorities to halt the caravan's progress, pointing to the need to contain the spread of COVID-19.

In a statement, the ministry praised the Guatemalan government for acting in a "firm and responsible" manner toward migrants that had "violated (Guatemala's) sovereignty" and urged Honduras to prevent further movements of people.

Mexico, it said, was committed to orderly and regulated migration and would oppose any form of unauthorized entry.

The first migrant caravan of the year comes less than a week before U.S. President-elect Joe Biden takes office promising a more humane approach to migration, in contrast to outgoing President Donald Trump's hardline policies.

Mexican and Central American authorities have coordinated security and public health measures aimed at deterring mass movements of people across the region.

Guatemala, Honduras, and Mexico have deployed thousands of security forces, and Guatemala detained hundreds of migrants on Friday.

The caravan nevertheless grew considerably into Saturday, with members citing a spiraling crisis of hunger and homelessness in Honduras as reasons for joining."

"GUATEMALA CITY -- Guatemalan soldiers blocked part of a caravan of as many as 9,000 Honduran migrants Saturday at a point not far from where they entered the country seeking to reach the U.S. border.

The soldiers, many wearing helmets and wielding shields and sticks, formed ranks across a highway in Chiquimula, near the Honduras border, to block the procession of migrants.

Guatemala’s immigration agency distributed a video showing a couple of hundred men scuffling with soldiers, pushing and running through their lines, even as troops held hundreds more back.

Guatemalan President Alejandro Giammattei issued a statement calling on Honduran authorities “to contain the mass exit of its inhabitants.” On Friday, the migrants entered Guatemala by pushing past about 2,000 police and soldiers posted at the border; most entered without showing the negative coronavirus test that Guatemala requires.

“The government of Guatemala regrets this violation of national sovereignty and calls on the governments of Central America to take measures to avoid putting their inhabitants at risk amid the health emergency due to the pandemic,” Giammattei’s statement continued.

Guatemala has set up almost a dozen control points on highways, and may start busing more migrants back to Honduras, as it has done before, arguing they pose a risk to themselves and others by travelling during the coronavirus pandemic.

Governments throughout the region have made it clear they will not let the caravan through.

Mexico continued to drill thousands of National Guard members and immigration agents on its southern border, in a show of force meant to to discourage the caravan from crossing into Mexico."

The Biden transition official, however, warned migrants against coming to the U.S. during the early days of the new administration, telling NBC that while "there's help on the way," now "is not the time to make the journey."

"The situation at the border isn't going to be transformed overnight," the official told the outlet.

"We have to provide a message that health and hope is on the way, but coming right now does not make sense for their own safety…while we put into place processes that they may be able to access in the future," the official said.

Guatemala’s immigration authorities said Monday that another group of about 800 migrants had been located about 25 miles (40 kilometers) farther north along the highway near Rio Hondo. They are also blocked from advancing there, but authorities said they successfully negotiated opening one lane of traffic so vehicles could pass."

"A once large caravan of Honduran migrants that pushed its way into Guatemala last week had dissipated by Tuesday in the face of Guatemalan security forces. Small groups pressed on toward the Mexican border, while others accepted rides from authorities back to Honduras.

Many of the migrants were driven by an increasingly desperate situation in Honduras, where the economic ravages of the COVID-19 pandemic and two major hurricanes in November have piled atop chronic poverty and gang violence. That combined with a hope that the new U.S. administration of President-elect Joe Biden would be more welcoming gave birth to the year’s first caravan.

But Tuesday, buses carrying dozens of migrants and police patrol vehicles carrying handfuls arrived sporadically through the morning at the Guatemala-Honduras border crossing of El Florido. They were passed from Guatemalan border agents to their Honduran counterparts and then boarded buses that would take them back to their hometowns.

Some 25 miles into Guatemala where hundreds of migrants had been stalled at a roadblock in Vado Hondo for several days, traffic flowed smoothly Tuesday and few migrants remained. Guatemala’s immigration authorities reported that through Monday more than 2,300 migrants had been returned to Honduras."
