i agree with you if its just a small group of people, yes, easily crushed, especially if the population in general wants them stopped and supports the gov. if its widespread, and involves a large every growing number of people though, say in a country where up to 50% of the population is pissed off, and a large % of the population is on the side of the rabble rousers, its a entirely different ballgame. people follow the rules due to the rule of law, and feeling they can work within the system, if you destroy trust in the system you bring a whole new set of rules into play.

the middle east  is still filled with trouble makers, and the middle east is still dangerous as shit, and definately not conquered or safe even after almost 20 years of US occupation.  the gov does have some amazing tech, but in a sea cow event, people will target infrastructure heavily, partly to disrupt those capabilities. cameras for example, dont work so great during blackouts, or when getting shot full of holes on a daily basis, wires cut, etc. thats just one tiny example, and it extends in various ways to almost every capability they have, from agents, to people, to informants to cameras etc.

its pretty easy to keep track when everything is warm and fuzzy, but that gets MUCH harder, and much less effective when the warm and fuzzy turns into mean and grumpy.
