Theoretically

If one were to equip a small wing of quads with IR strobe,
and the adversary was coming through relatively sparse cover,
would it serve to blind and provide sighting for the operator were they NV equipped?

Provided the quads would strobe, move, strobe, move etc.

Just use illumination rounds.

But yes it would be annoying and do a good job of illuminating the targets.

Those little strobes aren't all that.

I use these instead (not on drones). If you like your NVG tubes, you don't use them around these.

I use those outside the house. They work great to turn night into day for security cameras, and they absolutely blind the fuck out of NVG.

Motion activated LED white light spotlights aimed at head height are also useful for keeping wildlife (2 or 4 legged) away.

Seldom, but at least they don't shoot your dog. That alone puts them pretty high on the list of federal agencies.
