Depends. Are you going to be wearing a Hans Device? If so put some nets up so your arms don't go flying out and get crushed or torn off and should be pretty safe.

190hp, probably weighs what, 200lbs more then the bike the R1 engine came out of.

Factor the change in final drive brought about by the tiny rear tires and I would say 0-60 in "holyshit, we are going to die".

If it could put the power down it would smoke 99.9% of things with 4 wheels and a license plate up to about 50-60mph.
As it sits it probably turns most of the HP into tire smoke.

Buy some wrist restraints that attach to the steering wheel so your arms don't go outside and get stuck between the ground and the rollbar. And then go as fast as you want

Depends who welded up the cage and setup the chassis. If it's setup right, shouldn't be much different from a 1000cc side by side.

Might need to do some tweeking to dial it into how you will use it.  Different setups for dry pavement, grass fields, rough trails, jumps, etc....

As others have noted, add netting or bars to keep arms in the cage when you roll it.

The decel if you happen to hit anything solid at speed would ruin your life.

If it has a R1 engine it will move. It looks like a home built though and that stuff always seems shady to me. On a normal little go cart or whatever I wouldn’t worry about it but on something with real power engineering is important.

The last time somebody asked here about something similar it was quickly pointed out that the radiator is mounted above your head. That's a decent point to make. Not the best place for nearly boiling water to be concentrated.  Would it stop me from driving it? Nope, I'd just make sure the cooling system is in great condition and let er rip.
