We need to go the opposite direction and turn major cities beyond a certain population level into federal districts and allow them only representatives. Resource sink urban areas shouldn't be allowed dictatorial control over resource producing territory.

The actions of the new illegitimate president and the D Congress illustrate that urban control of resource production can no longer be tolerated, as they are actively sabotaging it to make themselves feel good and using the weight of numbers to ram it through. Democracy is a sham suicidal system. This is a republic.
