It will be enforced the same way all laws are.
If you’re spotted breaking the law, you get a ticket. If you aren’t spotted, you won’t. Out in the middle of nowhere, you’re much less likely to be spotted. It’s no different than smoking a joint while hiking on federal lands. Chances are no one will catch you, but I guess you never know. |
