Not even. Marilyn Manson followed groups from the 80's like Ministry, Skinny Puppy and Gary Numan.

Additionally he is industrial rock. Different genre in the same industrial family. I like him but he doesn't fit EBM.

While I like and listen to NIN and White Zombie, they are industrial rock/metal not industrial EBM. Additionally Propellorheads are EDM / big beat. Pi  Soundtrack is EDM.

People confuse EDM electronic dance music with electronic body music. While they share the electronic part the feel, tones, and beats are different. To make it more confusing some bands depending on the track jump genre.

Agreed. The whole post punk evolutionary history is fascinating. What makes it all confusing like NIN, depending on what track you listen they jump sub-genre. I wouldn't consider "Head like a Hole" as EBM. (at least now)

Side note: PHM is a great album. I drove my roommates in the barracks nuts cranking that all the time.

I'd say it may be earlier than '92 but that is a good benchmark. I think bands like Cabaret Voltaire really helped set the future coarse. However it happened this is my favorite genre of music.

Edit:@mallninjamaster I think you are correct. I'm having to think too hard this AM but industrial was just industrial till mid 90's if I remember correctly.  About the same time the Techno sound took off industrial started breaking up into more sub-genre.
