I'm willing to bet the Feebs have had the NRA list (updated) since the Carter administration. It was probably updated hourly during the reign of the Clinton Cartel and their head sicario, Juanetta Reño.

The easiest way to do it would be give everyone an Adobe PDF form and order them under penalty of perjury to disclose current or prior membership in any organization using a computer.
Scan the forms into Adobe PDF. Scan for key words for various political organizations, when you get hit on a key word you look at who filled out the form and you separate that person from the detail. Keep in mind they have an argument that this is not unwarranted. Background checks are done all the time and organizational membership is regularly examined especially when it's disclosed, which it should be. Organizations with political advocacy functions have long been an issue. My Father told me once that someone hoping to be a military officer or hold a security clearance should NEVER join any political organization. If you want to serve as protection for government officials or to key government facilities they're going to background check you and membership in any political organization is probably going to flag you. This isn't as outrageous as it sounds so long as those who belong to other political organizations are being separated from that duty as well. |

I think it would be pretty trivial for the FBI or whoever to keep and maintain a list of NRA members.
Hell, all they have to do is look at the mail. The outside of the envelopes are all scanned and stored now. Easy peasy to see who Wayne sends mail to asking for handouts. |

Buy the mailing list, that's how.
If the NRA won't do it directly, then set up a sham fund raising company to get the list, exactly the same way the fund raisers / direct marketers have done for decades. Except the FBI doesn't intend to print mailers or stock cheap crap to send to donors. (The NRA sends very little mail, and all of those video tapes and other junk mail come from the direct marketers. Not the NRA. Read the fine print on the mailers.) |

Between the FBI, ATF, NSA, DHS, etc., I would be very surprised if nobody kept a permanent list of credit card, check, and ACH transactions for the purpose of identifying group memberships and the purchase of anything remotely firearms-y.
