Might just be some sawdust holding it up from starting.  Blow out around the wheels and try again.

If not, might be the starter solenoid.

Hmm. Not plugged into an extension cord, are you?

I was thinking you might have lost a connection on the 220 side, but that ain't it.

I am plugged into an extension cord.  That's how I run everything over at my workbench.

Just for curiosity, try plugging straight into an outlet instead.

Sounds like a start capacitor. Time for a warranty call?

No different.  Blade moves about 2" and then stops but the motor keeps running.

Seems tight.  About 1/2" deflection in the belt.

Wait the motor shaft is turning but the wheel on the bandsaw isn't?  Broken keyway? Drive belt slipping/off the pulleys?

If you turn the wheel by hand does the  motor shaft turn?

I'd take the blade off, grab the wheels and put leverage on them, and see if they still spin freely.  If not, the bearings are suspect.  If they do, I'd suspect the motor/start capacitor as others have said.

I would return it and buy a full size table saw. My Lugana F2 Fusion has been perfect. Runs off an extension cord, 1.75ph. 10x better than the ridgid benchtop I had.

Return it. Even if you got it to work, you will never trust the damn thing to ever work properly.

Check your guide bearings. They're probably jamming up the blade.

Disconnect the drive wheel from the motor shaft.
Turn on the motor.
Does the shaft spin? If it doesn't try starting it with your hand like you did the saw. If it starts or not. It sounds like a bad motor.

Or
You have to much tension on that blade and wheels and its binding up. Do the above and you will know if its the motor or not.

They're sending me a new capacitor.

Interesting, I don't think my jet has one. Unless it's built in the motor housing and I can't see it.

Hopefully that fixes it.

New capacitor came on Friday.  The old one was melted but the problem persists after replacement.  Hopefully they'll just replace the entire unit now.

That sounds like the motor itself is bad, and ruined the old one.

It's been a lot of years since I bought from Grizzly, but their sales pitch was always that they provided high levels of service and support, I imagine they'll make it right.
