When cleaning a corny keg, is it necessary to remove/disassemble the ball locks/dip tube?  I'm thinking not necessary every cleaning, but maybe every 3-5 cleanings depending on how dirty it is.

My normal process is to:

1. Hot water rinse
2. PBW hot water (135F) soak for 30 min, this includes running the hot water/PBW through the dip tube several times
3. Manual scrub of inside of keg
4. Rinse with hot water
5. Add 1 gal of StarSan, run through dip tube
6. Dump StarSan right before filling

I push sanitizer through the valves, and do not disassemble.  I have never had an issue.

Hot PBW and Saniclean every time.    But I have a keg washer so I can stack them up and run 5-6 kegs in a row at 15 min a shot.    I would highly suggest buying, or building a keg washer.

I also have a couple hose barbs with lines to hook up to my in and out valves on kegs

It cleaned that carboy in under 10 min.

I just made one myself, huge time saver! I'm in to process of piecing together the fittings to hook up to ball locks.

Next up, a quick carbonator.

I figure it's easier to store and cheaper than more kegs or fermenters. I have enough room for two kegs ready to serve and one plus a fermenter in the controlled chest freezer.

I do. it's cheap insurance that I can attest that every part is cleaned/ sanitized. The only time I don't do it is when moving a second\split batch into a replacement keg.
