Dad passed away in 2020 and his tools were in storage for a couple years while things got worked out. Most are in great shape but some were left in a dusty shop so they have that wonderful black layer that I am sure most are familiar with. So give me ideas on how to clean these up? Bucket of Kroil? I have an ultrasonic cleaner but not sure what solvent to use.

I would coat them all in a nice layer of WD-40 and clean them as needed, this will help keep them from rusting further and you won't feel pressured to get them all done right away.

WD-40, Kroil etc will clean those up just fine. Put some in your ultrasonic cleaner.

Evaporust is your answer. The name is true, just toss things in a bucket of the stuff overnight and the rust will be gone.

Rinse, dry, and coat with rust preventative spray. Done.

good old white vinegar works great for removing light surface rust.

Bucket of Kroil would cost $100+ if they're really bad I'd probably use diesel fuel and some ATF.  For general cleaning of non neglected/rusted tools I use WD-40.  In fact cleaning tools and taking road tar off is all I use WD40 for.

I would start with a big bucket of soap and water.  Then see what you're really working with.

Cleaned a bunch today. Tub of WD-40 for the dusty dirty ones and Evaporust for the actual rusted ones. Worked pretty good so far. I don’t think dad ever met a tool he didn’t like! Found a couple of these:
