Can't just ask for "Your information", need to state which things you would like access to, exactly, such as "Wreckage from June 1962 found outside Las Vegas, NV"  Rather than "Give me what you have on crashed UFOs".  Must demonstrate the need to know and curiosity isn't a valid reason.   He can likely get a lot more info than the average Pentagon office worker, but it's sort of like the Smithsonian Institution for request requirements.  

With the Smithsonian, everything is public, though 99.8% of their catalog items are in storage and you must make an appointment after requesting what you would like to examine.   The problem with that is you can't just say "I'd like to see examples of Native American tool usage", instead, need to specify the item catalog number, dig location, narrow date range, and name cataloged.   The problem is their catalog isn't easily searchable online, no preview photos or blurbs beyond technical information about the dig and principal parties involved and the date.    So there is no "Need to know" or "access allowed" steps to view things, but they make it really close to impossible if you don't know exactly what to ask for.   Similar story goes on with FOIA requests, you have to specifically request documents to be declassified, but that puts you in a position where you don't know what to ask for because the index is classified...   Need to look through other documents to get chains of references for something that is known to exist, or who was involved and the date and the general topic.  Can't just say "Give me all the files on Ukraine aid 2008-2015" and expect anything to come back other than things that are already public/indexed from news sources and press releases.   This is made easier by FOIA having a searchable online index of already released documents which allows things to be narrowed down to a point where the existence of something is at least known.  Can't submit a FOIA request for "All UAP encounters by Navy", need to specify a ton of stuff that isn't actually known until it is declassified.  Enough hints and leaks get dropped to eventually get some open but the majority are a sealed book without a title or index.  The Bright Side is the Smithsonian is allegedly working to get a large portion of their catalog online with photos and searchable like a Wikipedia page, but just an easily searched list (google-able ish) with photos would be a huge jump forward.

So sure, he could get access, but needs some pals to let him know what to ask for, and the reason he is wanting that compartment opened to him.  They set the bar quite high, the swamp guards itself that way with all the party membership fees and committee dues to ensure only The Chosen get to actually propose things with any hope of having them passed.  The congressional record there is a more open to find things, however.
