She seems to bite at it every now and then.  Thoughts?

Cone of shame time?

Could be fleas.  ??  My male Beagle has a flea allergy and when they bite him he chews the fur from the area around the bite . Couple of yrs ago he chewed all the fur in the middle of his tail off

Could be hot spots (likely this time of year), allergies, mites, fleas, any number of things.

Hot spots are usually bright red with a ring around them.

Best to go to the vet and at least get a good diagnosis before treating. I treat my dog's hot spots with GenOne spray and benadryl to stop the itching (25mg per 25 lbs) and they're usually healed in a day or two.
