The landing looked like it was low ceilings.

Looking at the historical METARs for KPAE on the 25th, ceilings were anywhere from 300 feet to 7000 feet, but that area often has low clouds, so presumably plenty Boeing maiden flights are in IMC at some point.   The flight went to Boeing Field which is a little over 20 miles away, I'd imagine the weather was similar there.
