We park a ship just off their base, in the local fly zones then complain that they're flying too close?  Who is taunting who?  Asshatery on both sides.

This.

The 82 in my username is my commissioning year group.  I can assure you OP, this was a daily occurrence.  I did one BALTOPS.  Nice port calls in Germany and Sweden.  Interesting exercises with the Germans... especially when the the SU-25s showed up on top at the same time as the German Tornados and mixed things up. Double especially when the Badger flew over with real nukes under the wings.

Guess what?  Neither we or the FGN shot down any of them.  Didn't even light 'em up with the missile directors.  Why?  Because we were expecting all of it.  We were taught about the Soviet reaction as NATO forces head east in the Baltic in Department Head school, and they were following the script to the letter.

Russians aren't hadjis - they're predictable and don't have a death wish.

Sorry Vlad, I don't know what the hell could have happened to your missile cruiser.  On-board explosion maybe?  You should tell your navy guys to be more careful... I'd hate to see this sort of thing happen again.

I believe Putin is doing it just to make Zero look like the idiot he is.

No, he's trying very hard to incite a war with the west with elections coming up for his country. It definitely helps that there is a weak US president in power...

If we shot a plane down or got seriously involved in any of the shit he's done the past 3 years or so it would just fuel the propaganda, anti-US bullshit he spews and his country is soaking up. It's his lead up to conflict.

It would also guarantee him the next election, and make him an even richer man privately. It's easier to remember that Russia actively wants a war. The propaganda they spew is non stop. Shit, go look at some of the Ukraine videos, or visit any MH370 video, and the comments are full of Russians proclaiming its the west's fault.

In the 1980's I was stationed aboard USS Midway. She was convention carrier (not nuclear) who's keel was laid down in WWII.

In order for a carrier to launch and recover aircraft when it's windy the ship turns into the wind. There was a Russian destroyer that was shadowing us preventing us from making the turn into the wind. Since Midway weighed a factor of 20 times more than the destroyer the "law of gross tonnage" dictates that they're suppose to get out of our way. They wouldn't and every time we'd speed up they would. So we took our plane guard and did a little basketball move call the pick-n-roll. Our plane guard which was a little frigate got between us and the Russian and we rolled down wind. The frigate kept the larger destroyer at bay while we made enough distance to turn into the wind and launch. Once the Phantoms and Intruders were up they put on a little airshow for the Russians.

One of our armed helo's hovered off the deck of the Russian destroyer flying backwards with the rotor blades likely not more than 20-30 feet from the bridge of the Russian. The helo was well over the top of the deck of the Russian. This was a distraction for the Russian crew as a pair of F-4 Phantom II's climbed up and out of sight into the clouds +25,000 feet up. The Phantoms then turned and started a dive down towards the Russian. The helicopter broke and flew back towards and then behind Midway seconds before the pair of Phantoms now flying + Mach 1 broke the sound barrier over the Russians. The skipper of Midway passed the word on the 1MC PA system giving us a few seconds warning. A pair of fighters breaking the sound barrier 100 to 200 feet away is louder than anything I've ever heard before or since in my life. It makes a short barrel rifle sound like a pop gun. Tons and tons of energy shaking the Russian ship and crew. Seconds later a pair of armed Intruders flew by the Russians loaded with anti-ship missiles. They flew straight and level just above the wave tops until passing the destroyer where they flipped up and rolled exposing their underbelly and all the weapons to the Russians.

They left us alone after than circus. As ship's video photographer I took video of everything. I wasn't back down in my shop for more than five minutes looking over the footage when the intelligence officer came in and took the video tape.

Back in the 1980's the Russian Bears and Badgers would come out on simulated cruise missile attacks and that made the news. What didn't make the news was that our E-2 Hawkeyes caught the inbound bomber formation +200 miles away (but that's well within their missile range) and vectored our CAP (combat air patrol) to escort the bombers in and out. I had photos taken by our fighter pilots of the Russians and American aircrews clowning with each other. A tail gunner on a Russian aircraft holding up a can of Coke and giving the thumbs up. A pair of F-4's flying with their wingtips almost touching the Russian aircraft. A Russian pilot holding up a sign saying Hi! and giving a thumbs up.

Aircraft know it's suicide to approach within Standard Missile range of one of our warships.

They're really not "threatening" as much as they're posturing.  Used to happen all the time in the Cold War.  We're pushing into their back yard by doing operations in the Baltic.  This is to be expected.  If we were expecting hostilities I would expect there to be some aggressive air cover from our side.

At the very least they should be locked up on radar & CIWS, and be told to look in their rearview mirror to see a four ship of F18's that have them dead to rights.

The fact that we do nothing tells me, and the Russians that whichever of our ships they attack first, it's gonna be a fucking freebie.

Maybe they get four or five if they do them all at the same time.

I think Pootin has much to gain also by convincing our NATO partners that we are weak and untrustworthy. If NATO loses confidence in us then Putin can undermine all sorts of relationships in that part of the world and get even friskier with very little push-back.

Since you might have been around for it and would know if it was true: I heard a story years ago about an AGI playing games with a Nimitz class and pulling ahead of her and signalling that they'd lost power. To see how the carrier would maneuver and such, or just to be a dick. And the carrier responded by signalling that they'd lost their steering and suddenly the AGI's engines worked again.

I think the poor Captain of the ship is stuck between a rock and a hard place.

Potentially hostile aircraft zeroing in on your ship?  Weapons out and splash it. IMHO that would be fully justifiable.
