I'll agree with you that it's Maxine Waters. I'd guess her IQ to be about 95 maybe.

I want you to take a look at her district. It was cleverly designed so as to connect all the different mostly black communities in Florida. All the way from north east Florida and down into Orlando.
I'm not saying it's bad to represent people, but the whole thing reeks of corruption.
