Mr. Clancy joined the Secret Service in Philadelphia in the 1980s and later worked in the New York field office, directing a team of agents that conducted major investigations. He was in charge of security at national special events before joining the president’s protective detail, according to a biography provided by Comcast.

But the White House announcement led to confusion about his résumé. The White House initially said that Mr. Clancy was a West Point graduate, but a spokesman for the military academy said that although he studied there and was supposed to have graduated in 1977, he was held back a year and never finished. His Comcast biography said he graduated from Villanova University in Pennsylvania.


Officials at the White House and the Department of Homeland Security, which oversees the Secret Service, could not immediately explain the discrepancy.

Former colleagues said Mr. Clancy was an obvious choice to steer the agency through the controversy over security lapses at the White House.

“He was on the president’s hip for the first few years of his presidency,” said Steve Atkiss, a partner at Command Consulting Group who worked with Mr. Clancy at the Secret Service from 2005 to 2006. “He was someone who the president would personally know and have a lot of confidence in. Joe is someone who was a seasoned hand.”

Mr. Clancy also worked with Presidents Bill Clinton and George W. Bush, specializing in White House security and serving as a member of their personal details.

His tenure included a controversy of its own: Mr. Clancy was in charge of White House security when Michaele and Tareq Salahi crashed a party at the White House in 2009.

apparently he left the secret service, went to Comcast for 3 years as head of security, and now he is the acting director of the secret service.  nice work.
