Joseph Clancy, a retired special agent in charge of the presidential protective division of the agency, has been appointed as interim director. Earnest said Clancy is authorized to make any changes he sees as necessary.

John Magaw, a former Secret Service director, said the steady stream of failures and what he said was Pierson’s lackluster testimony during yesterday’s contentious hearing made her departure inevitable.

“Too many things happening under her watch,” Magaw said. “Her testimony was a disaster, maybe the worst I have ever seen.”

He said Clancy is the right person to take over. “He’s a leader,” Magaw said.

On Wednesday morning, Ms. Pierson met with Jeh C. Johnson, the secretary of the Department of Homeland Security, the agency that oversees the Secret Service. In a statement, Mr. Johnson said that he had accepted Ms. Pierson’s resignation, and that he had appointed Joseph Clancy, a former agent in charge of the Presidential Protective Division, to become the agency’s acting director.

Mr. Clancy was in charge of the presidential detail the night in November 2009 when Michaele and Tareq Salahi, then a married couple, managed to get past Secret Service checkpoints for President Obama’s first state dinner without being on the guest list.

“He is somebody who has earned the respect and admiration of the men and women who are his colleagues at the United States Secret Service,” said Josh Earnest, the White House press secretary. “He is also somebody who has the full confidence of the president and the first lady.”

Mr. Clancy joined the Secret Service in Philadelphia in the 1980s and later worked in the New York field office, directing a team of agents that conducted major investigations. He was in charge of security at national special events before joining the president’s protective detail, according to a biography provided by Comcast.

But the White House announcement led to confusion about his résumé. The White House initially said that Mr. Clancy was a West Point graduate, but a spokesman for the military academy said that although he studied there and was supposed to have graduated in 1977, he was held back a year and never finished. His Comcast biography said he graduated from Villanova University in Pennsylvania.

Officials at the White House and the Department of Homeland Security, which oversees the Secret Service, could not immediately explain the discrepancy.

Former colleagues said Mr. Clancy was an obvious choice to steer the agency through the controversy over security lapses at the White House.

“He was on the president’s hip for the first few years of his presidency,” said Steve Atkiss, a partner at Command Consulting Group who worked with Mr. Clancy at the Secret Service from 2005 to 2006. “He was someone who the president would personally know and have a lot of confidence in. Joe is someone who was a seasoned hand.”

Mr. Clancy also worked with Presidents Bill Clinton and George W. Bush, specializing in White House security and serving as a member of their personal details.

His tenure included a controversy of its own: Mr. Clancy was in charge of White House security when Michaele and Tareq Salahi crashed a party at the White House in 2009.
