They needed DARPA to help build this thing?!
 With some decent tools I could build something similar in my garage. Maybe not to the same quality, but it would work.

Giant self-rewinding spring? CO2 cartridge? Solenoid? I don't hear any "bang!" noise, so I assume it doesn't use some sort of explosive mechanism.
