Yup, the PR Level Courts ruled for a year that they were Constitutional Carry and no Gun Laws were Constitutional. The Government appealed to the Federal Appellate Level (not SCOTUS) and the PR Courts were overruled. That was a Second Amendment Foundation case back in 2015-2016. If you have a firearm license from any other jurisdiction in the US you can bring and carry a firearm in PR you will be able to do so if you notify the Oficina de Licencias de Armas. This seems too good to be true. |

So can a Puerto Rican citizen just get a cheaper concealed carry license from one of the mainland states that offers them to non-residents and then use that for less than the $200 charge for the Puerto Rican license?

From what I understand, the Mexican drug cartels have been making in-roads with PR drug gangs. Thus, this is driving their change in CCW permits.

Oh, there is an expedited CCW process now for DV Victims too. This was written into the law because of the woman killed in NJ waiting for a gun permit while she had a DV Injunction filed against her estranged husband.

Stoked for the people of Puerto Rico. Shame that the brief period of Constitutional carry went away but still loads better then how things were for them before that. Be interesting to see what the crime rates work out to be with the old gun laws, Constitutional carry and now this. |
