Peyton, Brady, Rodgers and Brees are the only four that qualify for "elite".
Eli? Not even close. He's a winner, no doubt about it, but he's far from being an elite QB. Flacco? Not yet. If his OC lets him play maybe one day he will be. Vick? No. Ryan? Not yet. Possibly the closest of the non-elite bunch. Kaepernick? Too early to tell. Wilson? Also too early to tell, and he will always have his naysayers just because he's short. Dude could break every record in the book, win 5 super bowls and rescue a baby and a dog from a burning building and there will still be people that won't give him credit. Don't believe me? All the Super Bowl winners on your list are elite. I don't think you need to win a Super Bowl to be elite, though. Dan Marino never won one and is an all time elite quarter, Trent Dilfer did win one and wouldn't make anyone's list as an elite quarterback.
