So define temporary. I rent a garage that does not have any electrical other than a outlet on the ceiling for the opener. I put in a work bench with a workbench light and an outlet box atattched to the studs. But its not hardwired. I have nm with a plug going into the outlet on the ceiling which runs into a breaker box that I installed a ten amp breaker in and that supplies my light and outlet. The reason for the ten amp breaker is because the box for the garages is in another building I don't have acess too. When I give up the garage I can just unplug it and take it all out. Code prolly not fire hazard highly doubt it.

Anything with a mounted breaker box and outlet probably wouldn't meet "temporary" status (I only say probably because I don't know what issues are involved when the electricians put in the "temporary" circuit right next to the box during new construction.) Kinda messed up, because you could have a 16 ga orange extension cord running across the garage floor to a $1.99 power strip, getting run over every time you park a car, but you "can't" run 10/2 Romex, safely fastened out of the way, to a GFI outlet. Gotta either do it right, or do it so poorly that you'd have to do it right anyway. They don't like the middle ground. I suppose it's all slippery slope stuff, though.
