E36 is what you want
A $3k-$4k e36 will over the next year require at least that much money again to keep it in safe operating condition. Maybe a used Cherokee? Not going to be much in the "fun" category that isn't completely clapped out with that budget.

There's the rub. Generally a $2kish e36 is going to have every preventive maintenance item deferred for the last 50k miles or more. So: new RTABs, new belts, new brakes, new shocks, new lollipops, new diff bushings, new guibo, new rear shock mounts, new strut mounts, new cooling system, probably new tires just because, and if you're dumb enough to try opening the sunroof, new sunroof parts. And the fucking doors won't stay latched in cold weather because what the fuck do the Germans know about cold weather?
