Had to do with more helmet wearers making it to the hospital before expiring.  Non-helmet wearers were more likely to expire at the scene.  Helmets inflicted neck and spinal injuries that in addition to other injuries caused death, but the victims lived long enough to get to the ER's where they were parted-out.  Organ banking is a very profitable business.
