That was DPS, who are not Austinites. Dallas, Austin, or Houston officers would likely be told to stand down by the city politicians. Fort Worth, Garland, and maybe some larger Houston 'burbs would roll a little harder. We'll see how EPPD handles it. As previously stated, you don't want to be walking around in a hoodie with a mask in El Paso heat in early September. It could be a self-correcting problem pretty quickly.
