I know someone who had an AK 47 receiver sent to him rather than the FFL. After contacting the company, he just took it to the FFL to get it checked in. Perhaps the manufacturer could get a local FFL to do the transfer for your friend rather than shipping it back without involving a dealer. Stupid laws creating crisis.

Screw ups happen everywhere. Remember that time the air force forgot some nukes on a B52 at Minot, and flew the plane somewhere else? How the hell does the Air Force not know something as basic as "don't lose nukes"? Yet shit still occasionally happens.
